Chapter iv Transit Inspection and Quarantine
Article 41 for transit of meat products, prior approval of the general administration of quality supervision, inspection and quarantine of the People’s Republic of China shall be obtained and the transit shall be conducted at designated ports and routes. The carrier or the escort shall, on the strength of the waybill and the certificate issued by the exporting country or region, apply to the inspection and quarantine organ at the time of import for inspection and quarantine, and the inspection and quarantine organ at the import port shall examine the certificate. The inspection and quarantine organ of the import port shall notify the inspection and quarantine organ of the export port, and the inspection and quarantine organ of the export port shall supervise the export of the transit meat products.
The inspection and quarantine organ of the import port may send an official veterinarian or other inspection and quarantine personnel to supervise the transportation to the export port.
Article 42 when transit meat products arrive at the import port, the inspection and quarantine institution of the import port shall disinfect the appearance of the means of transport and the loading container.
The means of transport, packaging and loading containers for transit meat products shall be in good condition. If the means of transport, the package or the loading container are found to be likely to leak during the journey after inspection by the inspection and quarantine organ, the carrier or the escort shall, in accordance with the requirements of the inspection and quarantine organ, take sealing measures; No transit shall be allowed if no sealing measures can be taken.
Article 43 when transit meat products arrive at the export port, the inspection and quarantine organ of the export port shall confirm that the original container and seal of the goods have not been changed.
During the transit period of a meat product, it shall not be unpacked or unloaded from the means of transport without the approval of the inspection and quarantine organ.
Article 44 any change of packing of transit meat products in China shall be handled in accordance with the provisions on inspection and quarantine of imported meat products.
