Procedures for the Entry Registration of Imported Meat Production Enterprises Abroad

The overseas production enterprises of imported meat need to put on record and publish on the website of cnca before they can import.
Specific access procedures are as follows:
Step 1: the intended exporting country shall apply in writing to aqsiq for exporting meat products to China. China will decide whether to start the access procedure based on the animal epidemic situation of the intended exporting country. If so, it will submit the risk assessment questionnaire of relevant meat products to the exporting country.
Step 2: the intended exporting country shall reply to the questionnaire and provide relevant technical information, including the veterinary health and public health laws and regulations, organizational structure, veterinary service system, quality management system, production mode, safety and health control system, etc.;
Step 3: cnca registration administration department shall conduct risk analysis and assessment on the answers and relevant materials provided by the official of the exporting country. If the assessment considers that the safety and health conditions of the exporting country are within the acceptable risk range, China shall send an expert team to the exporting country for field investigation.
Step 4: panels in the field work review should write 60 days after the completion of the preliminary inspection work report (excluding foreign competent official to provide supplementary material time), including the exporting country (region) food production enterprises registered supervision system, to the Chinese laws and regulations standard audit certification system, and validation of the situation, the enterprise registration recommended procedures of health control situation and existing problems, evaluation results, the conclusions and recommendations to the enterprise registration opinions, etc.
Step 5: the registration administration department of cnca shall transfer the draft assessment report to the import registration panel for review. Formation evaluation opinions submitted to the registered by state certification and accreditation administration department, the registered management department to draft letter to the department in charge of overseas official after for advice, form a draft audit report, to recognize the prison committee within 15 working days to complete enterprise registered and approved to meet the requirements to inform the department in charge of overseas official, need approval and disapproval of the registration of the enterprise after the rectification shall be informed.
The registration management department will publish the list of approved enterprises online and submit it to aqsiq within 5 working days after making the approval decision.
